I operate my layout with MTH DCS, works great. I have a couple of Lionel Legacy diesel locomotives that I would like to operate. What do I need to purchase to make this happen? I know I need the cable in the photograph, what else? Thanks!

You can get by with a Lionel TMCC (no longer in production) or Legacy or Legacy 1-L command base, and use your DCS handheld. I believe you're better off buying the complete Legacy set, including the Legacy handheld (number 990). Or for less money, the 1L Legacy set. The command bases for Legacy are not sold separately in any case, thus you'd have to buy one second hand. If you buy the set new, you will have an additional handheld and one designed for Legacy locos, which is worthwhile for most folks.
Since you have Legacy engines, you might as well get maximum use from them. I would second Landsteiner's recommendation of just purchasing a Legacy 990 set. The Legacy 990 set is the only way you will be able to access ALL of the Legacy features. The DCS and the CAB1-L sets will not access every feature available in a Legacy engine.
