I am looking for recommendations for replacement trucks for Lionel covered hopper IC 9264. This car has the old plastic rivet's holding plastic Bettendorf trucks on it. I would like to install die cast sprung trucks on it. My local shop had Lionel replacement trucks but there is no hardware to fasten them to the car. Any ideas ?

Which trucks are you considering? Different styles have different mounting provisions. Obviously, for the post-war bar or staple end trucks, you can use the standard truck rivets or a screw/nut to attach them.
The most accurate Lionel Bettendorf sprung trucks were the 700 trucks. Too bad they don't make them any more.
Lionel is having a 1/2 price parts sale, next weekend. If you get the Lionel part number for the trucks, perhaps you can glean what the part numbers are for the mounting hardware.

Those are key points...shouldn't be that difficult, should it?

I use a standard 6-32 round or flat head screw and nut to attach die cast trucks to cars after pulling the plastic ones off. Trim the screw to length with a bolt cutter, use a drop of red or blue thread locker and tighten just enough to get some swivel play in truck.
I'd use the blue thread locker if you ever plan on being able to remove them.

Thank you sir, this is exactly what I needed. I never thought about shortening the screw to fit. I am still perplexed on why Lionel does not include hardware with their die cast truck kits.
