I'm pretty sure that Lee could design and create one in a few days, should he feel so inclined.
I don't get it.... That is pretty cool, but what are they doing? Do they use that as a switcher? It doesn't look like an track accident and they are towing things away. Is it a small company delivering their loaded car to a main line???
I enlarged the picture but I cannot read the lettering on the door. They have a coupler and brake line on the front bumper so it could be pulled by another switcher.
I have never seen one. Just curious.

The one you've got pic'd is an older model I'm guessing...going by the sales video above...you'd need a scale modern pete cab and either find or make the 356 nose with the dual headlamp pods..unless you can find a whole 356 cab assembly. I think the pic'd front bumper is a swing up type coupler...you could bash that with a kadee there.
Make a long chassis for the triple drive with probably 6' for the space behind the cab to the 1st drive axle and build the rear deck - I'd suggest a front drive unit - take one from a shorty bus and swing it around and build backwards...having the motor in the cab and hood so the rear deck is low.
Ah, Geez guys! That is so cool, I just have to make one. That will upset my carefully crafted schedule to get all my holiday projects done by two weeks before Christmas, but I have to do it.
Flash - do you have other pictures of it? I can see the rail-wheels under it in front, but how does it have them at the rear - or does it?
