It's probably possible, though I suspect it would take a LOT of work as you don't have any technical documentation for the file format, and I doubt it'll be released any time soon.

It's clearly "possible", though as I said, it would take a huge amount of reverse engineering. I know someone that was extracting sounds from the files, though I don't know what became of that effort.
Well does it take to get a file into an engine? Could I record sounds and run it through a software to encode it into a file that the engine could take? Just a thought.

Actually, loading the file is not nearly half the way there. I've developed many projects that had downloadable software, and I can assure you that simply downloading the software was the simple part of the job.
they already have a software that lets you change the sound so there basically half way there
You should probably refrain from making "pronouncements" regarding what MTH can and cannot do, since it's obvious that you haven't a clue regarding what's involved in making a sound file.
By the way, the term "sound file" is a misnomer. It's actually the engine's personality file, and contains a lot more than just sound clips.
Giving someone the ability to render an engine completely nonoperational, or cause serious operational problems, which then are presented to MTH tech support as "I dunno what happened, it just broke", would be a support nightmare.
Then there's that too!
I can only imagine the issues that would come up? I've even rendered stuff that I was developing inert with downloading screw-ups, imagine a novice just trying to whack together a sound file and loading it into a locomotive!
O well, I guess I won't be making a sound file anytime soon.
