Here it is:

I have had the Wifi App for a day, and have had fun running trains with it, but I was frustrated that the App wasn't automatically loading the locos from my Legacy base roster into my IPhone and IPad. I checked this forum and saw a few other similar complaints. I checked my setup and configuration repeatedly, even switched out of the Lionel Wifi to the house wifi with no change. I read the manual again, and for the first time noticed on page 6 of the Wifi Module manual:

"Note! If using a Legacy command base, it must have software rev 1.52 or higher installed."

So, I checked my system and I was on rev 1.51. I got out my black module and upgraded to 1.60, and bingo, the roster downloaded.

I also read on the Lionel Support website in researching this that many of us no longer have a serial port on our computers and that a generic DB9/USB cable will work for the Legacy upgrade, that was good news because my old laptop with the serial port was failing and was not up this task..I remembered the DB9/USB cable that I bought a few weeks ago for my DCS Wifi setup, I used that cable temporarily in my rev 1.60 upgrade, it worked great, no drivers or anything extra needed.

In researching this problem I noticed a few other Forumites were having the same issue, so I hope this helps someone else.

Just to clarify, You do not need any cables anymore if you have the wifi module.  All updates can be done via wifi and the LSU app to make the update modules.    

Thanks, the first thing I tried was the wireless upgrade, and it didn't work, because I was still on version 1.51

I am looking forward to doing a wireless upgrade the next time!
