I've been using iPad Minis with the DCS App since it's inception, well over a year now. I've found that size to be, for me, the perfect form factor. It's reasonable lightweight and small enough to hold one-handed, and has sufficient real estate to make the app easy to use.

I have two iPad Minis. The original 32 Gig iPad Mini 2 is now a full-time train room resident since I acquired a 256 Gig iPad Mini 4. I've found that, while the newer device is quite a bit faster then the older one, either one is up to the task of running the trains. The older iPad's slower speed is only really obvious when importing contents from a very full DCS Remote, something that isn't done on a frequent basis. Also, although the iPad Mini 2 cannot use the latest iOS 10.x operating system, the DCS App runs perfectly fine on iOS 9.x.

If you're looking for an iOS device just to run the app, you could certainly save some money and purchase a used iPad Mini 2. However, if you plan to use the device as an all-around iOS tablet, I'd recommend the iPad Mini 4.

Used iPads or even newer, older iPads are available in a great many locations. While it's often tough to get much of a discount on the very newest models of the iPad, new old-stock models are often discounted. You just need to search the web for reputable dealers. In that regard, Amazon and Best Buy come to mind.
