I recently purchased the Legacy Control System (6-14295) system vs 1.5 and a few minutes ago I got around to attempting to use it (I fully charged it first). 

By the #s:

     1.  Owners manual says the package contains 4 control modules - two tan and two blue.  What was included is one black (writable) and the two blue ones.  The blue ones are 1.52 updates.  At this time, I could care less about updates.  This is the way it came from the factory as there are only 3 slots in the box for modules.  What's that about?

     2.  When the system is powered up, it goes directly to CAB1.  Can't find any button or control gadget to go to CAB2.

     3.  My first interest was to program two pairs of 031 Remote/Command Control switches (6-81253/54).  Switch manual says to push down on the switch's control button until the switch light blinks; then to push the switch button on the remote, select a number followed by pushing the select button.  However, neither switch's lights will blink; thus, no go.  I have both right hand switches connected to each other - ditto for the left hand ones.  Is that a problem?  Do I have to remove the switches' controllers first?  I plan on doing that in time, but right now I just want to get it to work - a test mode so to speak. 

What I'm working on is a redo of my portable Christmas layout.  Having difficulties using traditional "O" gauge and Gargraves track I switched to Fastrack.  Fastrack is more suitable for a layout on foam board as it has the built in roadbed which lies quite flat.

Appreciate any advice forum members can provide.

Bill, Don't worry about the 'tan' modules. These were to help loading generic TMCC Diesel and Steam. They really are not nessasary as you can enter the information through the Cab2 remote.

There is no 'Cab 2' mode. The default is 'Cab 1' mode. Then 'TMCC' mode which gives improved control of most TMCC engines. This is selected by pressing 'info' and selecting the appropriate menu option. Legacy mode is selected for legacy engines by loading the orange module supplied with the loco. It can also be selected manually in the same way as above for TMCC locos.

Nick, thanks for the reply.  I suspect that the hardware box contents were updated (doing away with the tan modules) while the owner's manual is a previous edition (vs 1.5).  The Cab remote was updated at the factory to 1.52, which is the blue modules version.

I'm still hoping someone will offer some insight as to why two switches won't go into command mode (flashing light).  I will have to try the other two today.  They should flash regardless of whether the command unit is activated or not.  If the second pair also does not flash, I have to assume there is a problem other than defective switches.  Lionel sells these switches individually.  Would be hard to believe I got 4 defective switches.  They do operate normally in conventional mode.

   Guns is absolutely correct you must have your 990 Legacy Base pluged in and connected to the Tracks for the Command Control Switches to be given the signal to program, then follow the instructions that came with your Command Control Switches.  Now if you happen get a bad LED on one of your CC Switches, the switch will still program, just go thru the programming sequence slowly and it will program, without the LED coming on, I have a RH CCFT Switch that was like this NIB, it did program without the LED.

O.k.  So I was wrong about the assumption.  However, I have already tried with the switches powered & lighted and the command base up and running.  The lights do not flash.  I did try to enter the switch into the base anyway, but no dice.

As I told Gunnrunner, I tried per the owner's manual instructions.  The switches do light, but no flashing.  Went ahead with programming instructions anyway, but that also did not work.

I suggest you try powering a switch on a bench with just a transformer and the Legacy base.  Connect the Legacy base track post to the outside rail of the switch, and make sure the Legacy power supply is connected to a properly grounded receptacle.  If in that configuration with the Legacy powered up, you don't get any switch to go into programming mode, it sounds like the Legacy base isn't sending the TMCC signal.
