Its 0-54. Here is the Lionel manual for the NYC Empire Express.

O-54, which is interesting, since both scale J3A's and the Dreyfuss made a couple years before it ran on O-42...

You are correct about O42 for the engine but the cars need O-54

Did the 6-38000 CCII version come with the Streamlined tender or the PT Tender?

It was sold with the streamline tender. The PT tender for this engine came out a year or two after.
