I was taking apart a 263W tender and discovered these two pieces of cardboard that were placed inside the tender around the whistle.  Since this was my first time working on a banana whistle I was wondering if this was a common practice and if so, why?  Could it be for sound effects?

The light gray cardboard in your photo is to wrap around the banana whistle motor to prevent electrical contact of the motors brush holders to the steel sides of the tender.  Without it, I used black electrical tape on the motor brush holders. The banana whistle is a very tight fit inside the tender and the mounting is via rubber pads which can allow some whistle movement.
