i am having a memory loss, according to the instruction manual the smoke fluid goes down the stack for the whistle steam. But I thought it goes down that hole by the whistle. Help? Just can’t remember. Thanks

I took off the shell on mine and inside it visibly shows that both of the units are separate. Also, I usually put smoke fluid down the whistle hole and it comes back with producing a great amount of smoke. Hope this helps.
Just move the whistle itself out of the way and put a few drops down the hole. I recommend using the funnel that comes with the engine.

There is only one hole, the other one has a magnet that holds the whistle on. You won't get more than a drop or two down that hole before it overflows. 
I guess you could say when you over flow the whistle that you have another way to see old faithful.
