I would give RO a call or send them a email.
They are still showing as Sept 13 on the Lionel shipping schedule. I have not seen them in Charlie Nassau's latest ship post so my guess is that they are still coming. Perhaps to be delivered with the other 4 car packs due in December?
I hope the delay is a for a double check of the quality of the cars to fix problems as noted by Ken in this thread below. Having a truck fall off or the lights not working is a huge problem.
I too am still waiting for my 4 car set. Hopefully they arrive sometime in the near future.
I'm also awaiting the CZ sets, but I note that they have now slipped back to March next year. 
It's sure puzzling why some dealers haven't seen them yet, and others only got a subset of their order. But we've seen stranger things before... and unfortunately, we never quite get the "real story" whenever this happens.
It could be something as simple as the remainder of the production just didn't make the container perhaps not enough room. Or maybe there were quality problems surfacing at the factory which needed attention and caused the delay,

Here's a bit of irony though... I ditched my Lionel order after so many delays several months ago and opted to go with Atlas-O instead -- especially when it wasn't 100% certain that Lionel would be delivering a domed observation for their CZ. (The catalog just shows a reguar observation.)
Even with Atlas-O's delivery stretched over multiple years, I just couldn't pass up on the price/performance for the type of product they're bringing to the market. And now with Atlas-O set to deliver their domed observation in March/April 2014, that's right on top of Lionel's new ETA for their CZ cars too. One of life's little ironies, I guess.

The outside carton of my 4 Pack has a date, if recall correctly of July 29th. So the these cars are sitting somewhere unless Lionel rejected most of shipment from China because of quality problems like they recently did with Legacy command sets. When I bought these a month ago the only online dealer I could find that had them was MB Klein. He only had 2 set and they went quick. I got one set, but as I mentioned in another thread I had quality problems with mine. I set them back to Lionel and got them back this past week. They are nice cars and I hope everyone that ordered them will be getting them soon without the problems I had.
