The radio chatter from the dispatcher is asking the track crew to clear the snow off the track electrical box, and get the, signal on the Sea Beach Line cleared.
Just south of 86th street.

Are these guys going at it with the 3rd rail hot? They don't seem to be too worried about the 600v dc. I personally might be a bit more careful with my broom.
The trip on the left side is a safety device the moves when the track is clear. If raised, it will trigger the trains brakes (I think).
Update: Can you find the camera operator in 23 seconds? After a train blows-up snow.

Yep, the 3rd rail is hot, but they are using wooden handled brooms and staying well clear of the juice. Those guys are probably used to working around the live rail, and think nothing of it.
I believe you are correct about the safety devices, they are a "dead man" style breaking system, activated if a train runs a red signal. Looks like they're getting ready to reestablish service.
I doubt that a wet wooden broom handle is an effective insulator for 660VDC. I would think with snow touching the 3rd rail, there would be power leakage which would make it risky to stand too near.
Broom should be enough, but more concerned about a slip or trip with all of the snow and such. Doesn't seem to be a good idea in my opinion.
Is it an OSHA violation, if the 3rd rail is live??????
Power is probably turned off in the section. Its not hard to do with two-way radios or even a cell phone. Just turn it back on when you want to move the train.
