 Is it possible to hook this up to a non MTH power supply?   I wanted to add one to my layout so the kids could operate the 1 or MTH engines I plan on getting.  I'm using conventional ZW/KW/RW for power.

 

From what I can see, I think the answer is no, but just wanted to double check

I don't know why they don't have that in the instructions

That's why it's on page 203 of The DCS O Gauge Companion 2nd Edition:  

Connecting the DCS Remote Commander Receiver in Passive Mode

The DCS Remote Commander Receiver may be connected to a layout in Passive mode of operation, in the same manner as may a TIU.

 

Under passive mode, the DCS Remote Commander Receiver obtains its power from the tracks and a power transformer power source may not be connected to the DCS Remote Commander Receiver's Power connector. This allows the operator to control a PS2 engine using the DCS Remote Commander Receiver while, at the same time, using the layout's existing transformer controls to operate conventional engines.

For a complete understanding of Passive mode of operation, refer to Part V - Advanced Features and Functions, 10. Passive TIU Mode of Operation earlier in this book. While reviewing that section, consider the DCS Remote Commander receiver to be the equivalent of a TIU channel.

Connect the red banana to the center-rail and black banana to the outer rail. 

 

If you do it in reverse the green LED on the receiver will turn on and flash on each remote command, but you won't be able to command the engine.

 

As GRJ points out, "passive mode" is not in the manual, so to be clear you are connecting the powered track to the banana jack side...not the coax/barrel side.  If you connect via the coax/barrel side, again the green LED on the receiver will turn on and flash on each remote command, but you'll get drastically reduced reliability of commands reaching the engine.
