Simply find the "last" PSC catalog. Yes, PSC is "working on a new catalog", which isn't ready, YET. However, you should find most of everything you need from one of their older catalogs. You may also try calling them, or another thought would be the P & D Hobby Shop (try their website).
Chemwiz, PSC Catalog No. 3.1, on page 434, lists part #40150 Lima builder plates (2) and Patent Plates (2) Pkg. 4 @ $4.50.
Try calling PSC, out in Montana, and ask if you can purchase what ever O Scale catalog they might have available. Check their website.

Just curious, but why would one want to put Lima builder plates and Patent Plates on an N&W "J" class model?
Chemwiz, give "Midge" at MTH parts a call. MTH has had N&W J class engines in production for a while. Maybe there is one in their boneyard with the correct builder plates. Also try Bill Davis, the "Brass Monger", of southern CA. He deals in O scale brass. Good luck.
The builders plates for the J engines were moved down behind the skirting in the 50s. Something to consider if you are looking to model that time period. I'm not sure the 611 ever had the plates on the side above the skirting until excursion service. It may be something to look into.
Get the Micro-Scale 48-78 N&W Steam Locomotive decals and kill two birds with one stone. The two sheets have everything you need, including builders plate & class plate decals. There is also a blank class plate decal. Use it and a "D" cut from some of the lettering to make a class plate for the back of the tender.
Actually, the builder & class plates on the J's were polished nickel, not brass. But, I wouldn't let that stop me.
Oh, and if you are going to use it in coal service, might as well put a doghouse on the tender.
