I don't think it's postwar. Most postwar tunnels are paper mache, foam, or pressed-formed cardboard. This looks like vacuum-formed plastic. At a guess, I'd say 1970's - 1980's, maybe "Life-Like" or Model Power. Interesting design. Sorry I can't help beyond my opinion.

Definitely lacks any postwar Lionel hallmarks. I agree that it looks like vacuum-formed plastic or foam and made by Life-Like, Model Power, or similar.
