Yes, the other way running O on O27 track is where you can get into problems as some of the larger O equipment requires larger radius turns than traditional 27 inch. But O27 track can be had in larger radius  turns which will work with larger O gauge locomotives and long scale size passenger cars.

To answer the OP original question, 027 track stands 7/16 inch tall, track pin diameter is 3/32".  0 track stands 11/16" tall, track pin is 7/64" diameter.  You cannot mix the two without problems.  The original metal track that Lionel used for "027" was adapted from Ives, which used lighter steel, and could be formed more easily.  Lionel started making the 027 for the smaller trains it brought over from its acquisition of Ives, who went bankrupt.

In case you are new to Gargraves track all three rails are separated electrically.

Not from all eras.    Gargraves has gone both ways over the years.  Years ago I would have to clip the connector under 100" switches to use them as ends of blocks.

They've also had a variety of designs on the moving parts.
