Older SOS question

I may be in the wrong forum but my older #8206 Lionel SOS system sounds the whistle sporadically just as it goes down the track. My KW activates the whistle Ok but the "random " turning on and off of the whistle is irritating. If train is at rest this does not happen, whistle is fine in neutral. My other SOS trains and PS 1.0 and 2.0 work fine also. Board is well insulated from ground. I cannot find any "shorts". Time for a new board??
Steam sound works fine.

Clean the wheels and pick up rollers (including ground strap axle) of the offending tender. This can cause stray sounds. G
