Bruce:  Go ahead and take it apart.  Very basic engines that are easy to service.  If it is buzzing, that's probably the e-unit.  If the motor is not running, there is a connection open either in the e-unit or the connections to it.  Test it with a couple of lead from a transformer,  check to see if the motor actually runs.  Clean the commutator and the brushes using spray electric motor cleaner and keep phutzing with it until you get some movement. 

 

Might want to pick up a service sheet for that engine.

If the relay is buzzing, check the air gap on the contacts, and take the screw out that mounts the relay, make sure it is clean, if it is the ground contact for the relay. You could gently clean the contact surfaces with 2000 grit sandpaper, and make sure the gap is about .030 inch. That is about the thickness of a paper matchbook. Also clean the rollers, and the wheels, if the dirt impedes the flow of electricity, it could act as a filter and the relay could see the current as partial DC current, activating it.
