I have an MTH SD70, runs fine and all functions appear to work except the PFA announcement. When I press that button, all I get is a bell ringing sound, no other sounds (no talking as I would expect). Is this normal for this engine or is there some setting I have missed?

Yes, that's normal.
The bell will ring continuously until you press DIR, at which time the engine will stop and play the first part of the dialog. Then, every 30 seconds, press DIR again to play the next part of the dialog.
After the last dialog plays, the engine will continue in the direction in which it was going when you pressed PFA the first time, and the bell will be ringing. When the bell stops ringing, you will again have control of the engine.
