Paul - yes you are correct.  Those are the newer style switch heaters with "snorkels" that draw in air,burn propane to heat it and then blow the hot air directly onto the switch points via a hollow steel tie so the forced air is actually on the gauge side of the rail where you need it to be.  They are the latest and greatest and I've had them installed on my project for about 5 years or so.

 

The prior setup used propane burned along the head of the rail on the field side and used radiant heat to keep the switch points thawed.
