Is anyone aware of software for creating scale signs... an app that lets one type in content, then compose a sign, create borders and background colors, etc?

Paint.net is a free app I've used.

Computer printers know NOTHING about scale. 
Draw up what ever you want and then print it. I use mostly Powerpoint from MS Office but anything will work. Russ
Check outs Evan Designs. They have several software programs including one for signs and what they call a Modeler's Toolkit which includes a number of items. We have used the software and like it so far. As with most software, it gets a lot better as the experience of the user improves.
We have been buildings a number of structures and plan to apply most of the signage at one time. My wife is the creative one of us and she had some health issues earlier this year that put us behind.
