Not all fans are controlled by the regulator, in fact the regulator is primarily used to drive the heat element.  Some smoke units have the fan control on the smoke unit board.  So if the fan is running continiously it is possible the smoke unit board has a problem either a transistor shorted, or the unit is not responding to serial data.  The other trigger for the smoke fan in some units is the chuff.   It really depends on which smoke unit is in the engine.  Seems like there are quite a few variations.  G

 The fan motor will wear out prematurely, also if smoke is meant to puff with chuff, it won't since the motor never stops and starts.  Can you give the specific model?  G
