In MTH locomotives the fan does not run when the smoke is switched OFF. I have no experience with Lionel, but I would expect the operating behavior is the same.
yes fan is off with smoke switch.
All my Lionel and MTH locomotives switch off the fan when smoke is turned off.
If it's one of the Lionel models with the regulator board, that board may be defective. The fan should stop when the smoke is off.
Not all fans are controlled by the regulator, in fact the regulator is primarily used to drive the heat element. Some smoke units have the fan control on the smoke unit board. So if the fan is running continiously it is possible the smoke unit board has a problem either a transistor shorted, or the unit is not responding to serial data. The other trigger for the smoke fan in some units is the chuff. It really depends on which smoke unit is in the engine. Seems like there are quite a few variations. G

The fan motor will wear out prematurely, also if smoke is meant to puff with chuff, it won't since the motor never stops and starts. Can you give the specific model? G
Those little motors don't exactly have a long life, so I'd try to address this.
