I don't have a Porter any more, but they were small. Among locos I currently have, the Lionel 0-6-0 Dockside Switcher has the smallest, a scale 45 inches.
The MTH "Bantam" locomotives commonly found in starter sets have very small drivers. The ones I'm thinking of are the N&W J, GS4, Baby turbine, Bantam Blue Comet, etc. Probably available secondhand in the $100-$200 range. If you need a chassis with more than two axles you might check these out. What are you trying to make??

Ah Lee you should have kept it. I use mine to pull a track cleaning car on my super
streets. It runs on those D16 curves....
Not much hope of finding these in junk boxes, and Lionel has not continued these from
the K-Line line. I don't want to cannibalize good ones, out of production and collectible, for the several projects I can use small driver 0-4-0 chasses for. Now if they have plastic bodies and have been drop-kicked across basement floors, with cracks and chips.....
With Lee's comment about the Lionel 0-6-0T, I took a look at mine which is relettered
as a GW "dinky" to switch sugar beet plants, and at the MTH 0-4-0T, same relettering,
and the driver spacing on the Lionel, if you removed the front driver, might be useable.
Both of these tank engines, Lionel and MTH, appear to have the same size drivers. The
K-Line Porter still looks to be the winner.
There are British O scale suppliers that sell driving wheels down to under 3' diameter. The smallest from Slater's comes in at about 7/8" diameter.

Also, if you don't mind solid wheels, I once added plastic cranks, pins and side-rods to a Lima diesel power truck for an 0-4-0 project.

flanges, and, I'd rather have a complete mechanism I can built something over.

I use a Plymouth switcher some of the time for that.
Don't know what you are putting together, Have you considered wheels from a post war 671/681 or from a lionel switcher like a model #41?

No worries; the mechanisms under ETS trains are available separately. Their smallest is an 0-4-0 chassis with 22mm drivers, about 7/8" dia.
