Spacing and alignment in RR-Track

I've been creating and exploring some designs in RR-Track. One of the things I find frustrating is aligning track to other track which has already been placed. Also, maintaining a consistent alignment with the edge of the benchwork.

I'm aware of the menu command "Edit, duplicate parallel" (which is helpful.) I also recently learned about "Objects, Basic Shapes, Tangent Lines," which definitely come in handy. But can someone please give me a better explanation of the "Actions, Align To" command?

How does one use this control?

Seems like it would be helpful, but when I click the arrows it doesn't seem to do anything. Thanks!!
