The NMRA recommendation works out to 15 ounces for a 40 foot O scale car.  That is a good guideline.  I like 40 foot cars that are about 2 ounces heavier than the guideline or 17 ounces.  MTH is very consistent about weighting their 40 foot box cars and reefers to that weight.  Atlas tends to be 3 or 4 ounces heavier than the guideline with many of their cars.  That works out fine unless you have big trains and all Atlas cars or mostly Atlas cars with a few Weaver lightweights at the head end.
