I've had the same problem. When I connect the legacy and TMCC bases in the correct configuration with the "Y" cable and the U post on the legacy base only, my trains all take off at full speed. This suggests no signal and the trains are dropping into conventional. I have heard that the bases need to be powered up prior to track power being applied.

 

Right now I have too many locos on the rails with no way to isolate them, so I haven't been able to experiment. I just set the legacy base aside and went back to TMCC only. I don't have many legacy locos anyway. When it really comes down to it, I only got the legacy base for my Milwaukee S-3, and it's still in the box.

FWIW Eliot, Legacy will run your TMCC stuff better than the old TMCC base. I'd set the TMCC base aside, and run all of your trains with legacy.

The Legacy base will take TMCC code.  The computer control will work fine.

Thanks Rick, but my grand plan involves using a computer to control some of the trains. The command codes aren't available for legacy. A legacy only operation is not on my radar, unless the codes are published and software written.
