HI....new member, 1st post, I'm not familiar with the protocol, I will accept critique with a smile..

Have an issue with TMCC. I just purchased the TMCC base and the CAB 1 to use with my GG-1 4907  6-18313 which I have had for 12+years. I set up my layout using a ZW.  Base is set  up per instructions, with proper ground to AC and base is grounded directly to U post on ZW. New batteries in CAB 1.  I followed activation process and the GG1 does not recognize the TMCC base, it goes directly to conventional use … base is recognizing input from CAB 1 as I can see the red light blink when hitting boost.  I am at a loss...any suggestions.

1) Make sure you install the pantographs. Due to the die-cast body of the GG-1, they're the TMCC antennas. Without them, the loco will act exactly like you describe.

2) Note that there are known issues with your locomotive regarding magnets rubbing the back side of the drive wheels. If you notice any sluggish operation in both TMCC and conventional modes, do a forum search and you'll find ways of fixing the problem.

If you don't mind opening up the engine, do so and make sure the R2LC board is solidly seated on the main board. The R2LC board is the "TMCC receiver" for the locomotive. The board may defective too. Usually you can use another out of a known working engine and swap it out to see if that solves the problem. The boards are available from Lionel if you need one.

The above photo show the R2LC marked as "radio" in my Weaver locomotive.

I just finished troubleshooting a Weaver 0-8-0 that had the same issue. The board was loose, not seated on the bank of pins as it was supposed to be. Make sure it is tight...

The OP's loco has an LCRU1 for TMCC operation, two years before the first R2LC was produced. There's nothing modular in that locomotive.
