I have 3 different TMCC locomotives that exhibit the same behavior out of 11 TMCC locomotives. The issue is the engine rev sounds. The locomotives are: 1) factory TMCC 6-28539, S2 switcher, 2) Kline RS3 with a CC M and, 3) a postwar F3 with AC Commander and Railsounds. All operate as expected except for the engine rev sounds. When you start the locomotive they give the usual startup sounds but rev up to about notch 3 (way faster than idle) and stay there. Pressing the rev down key will bring them back to idle. When running, they rev up normally as the throttle increases. As the throttle decreases they rev down but only to notch 3, again. To shutdown you have to press the rev down back to idle before they will shutdown.

Curious if anyone else has seen this behavior and what, if anything, can correct it?

I looked at the Lionel 6-28539, and I don't see any VCO or axle switch, so I don't know as they have any way of actually telling the sound system they're moving or not.  RailSounds 4 didn't have automatic management of the prime mover rev, and they required an external trigger and inputs from the throttle to give them input.  I think if you leave it long enough sitting still, it'll may come back to idle.
