Made a bid on a TW but the seller states the track voltage does not completely shut off. Is the contact wiper arm on the field bent or loose.

The wiper cannot be easily bent. Probably loose on the control shaft, or the transformer coil needs to be shifted slightly so the wiper stops on the bakelite coil bracket.
I've seen that issue where the handles don't have the retaining compression ring 20-37 or 22-93.
I have 2 TW’s in my possession. My dad bought one and I replaced the chord on it. I can’t get the variable voltage less than 1.0V. My other one is just for display has variable voltage no lower than 7.0V. For my dad’s he will use it to power a train and utilize constant voltage for lights. We will wire a switch between transformer and track so no voltage goes to the track. I tried working with the wiper and it made no change.

I don't think it was one of Lionel's better designs.
Pretty easy to cleanup and upgrade with diode as long as they come complete and functioning.Have restored several dozen.
