I can't say regarding the Erie version, but according to Matt Ashba of Lionel. The legacy berkshires have the same whistle sounds as their previous legacy versions back in 2009-10.
The C&O should the same whistle as the last Legacy offering of this loco in the Empire Builder set.
Heres a video another forum member did demonstrating the C&O berkshire from the Empire Builder set. It has a very deep whistle tone:
I was surprised at the whistle on the C&O 2696 when I heard it a few years ago. I assumed that it would be more like Pere Marquette 1225 or even the high pitched ones found on other C&O locomotives. I'm really curious about the Erie!

Which is totally incorrect for C&O freight steam locomotives. Check out an MTH C&O 2-8-4 model for the CORRECT whistle sound. Certainly not appealing to some "toy train" folks, but definitely correct for C&O.
