I am powering my TIU with the handle of the Z4000. But before I can operate trains I have to set the handle to 18V each time I power off the transformer and back on. Is there a way to get around this using the Z4000 I have a fairly large layout and wanted to make it more convenient so that when I flipped on my main power switch everything would be ready to go.

No, not directly. The Z4000 is UL approved and as such cannot be powered on with its handle outputs providing power. There are two things that you can do to improve this situation.
First, you would use the 14 volt output of the Z4000 (or some other suitable power source) to power the TIU through its Aux. Power port. If you use the Z4000's 14 volt output, just be sure to observe the proper polarity for the TIU's port.
Next, you would use a Z4000 Remote Commander receiver to allow using Z4K Tracks for powering the TIU's channels.
Then, when you power up the layout, the TIU itself will power up. You would then use the DCS Remote to power up one or both of the Z4000's Z4K Tracks. This is how I have my own layout's power set up.
