I've been lurking on the forums for a while developing an interest in trains and was hoping to get some help / information. So here goes...

 

My dad dug out his old Lionel train from storage and I set it up to run under the tree this past Christmas. My son really took a liking to it and so now I'm in the process of cleaning/restoring the old train to get it ready for an improved layout next year. It's a 1654 2-4-2 with the 1654W tender. I've gotten the train cleaned up and running great but my problem now lies with the tender. 

 

I took the tender apart for a good cleaning and to oil the various parts. Upon reassembling everything, the motor spins up great but I don't get a whistle sound. I've tried adjusting where the impeller sits on the armature shaft but that doesn't seem to help. Any ideas?

If the impeller is turning at a decent speed and the blades look O.K., the only I can think of is that there is an  air leak where the top of the whistle meets the frame of the whistle chamber.
