Has Lionel, 3rd rail, Weaver, MTH ever produced 18" Pullman cars without a road name? I am thinking hard about buying Weavers new Troop cars to have something to cover current and future steam. 21" cars just don't look well on my pike.

Both MTH and K-Line has produced them. I don't think 3rd Rail has done 18" cars.

I am assuming that, by Pullman, you mean heavyweight.
Williams makes them also and they are lettered "Pullman." The body is full scale and nicely molded, but the windows are silhouettes.
K-Line did 15"/16" cars as well as 18" versions.
K-Line's first heavyweight offerings(18"):

4403 green observation car
4404 orange(unpainted) sleeping (Pullman) car
4405 orange(unpainted) RPO
3rd Rail/Sunset and GGD may have offered unlettered cars in 20".

I think Lionel just issued a set of pullman green heavyweight cars item #6-25713 without any road name. You can see them in the 2012 Signature Catalog.

The 20th Century Ltd was made up af mostly Pullman cars but some of those cars (head end, Observation) will be lettered for New York Central.

The only downside to the K-Line heavyweight passenger cars of the 4400 to 4405 numbers is the truck assemblies fall apart and the wheels short-out the track when this happens. You will have to replace the original truck assemblies on most of the K-Line heavyweight series passenger cars. I went through five boxes at a hobby shop, near Ft Pierce FL, of un-lettered heavyweights before I found one heavyweight passenger car intact, and then within a year the truck assembly broke apart on me.

I have had truck problems with the black box K-Line cars that came with silhouettes but was able to repair the trucks with super glue on the loose metal bottom plates. So far no problems with the trucks on the newer cars in the yellow and black boxes with full interiors. I would concede the trucks can be problematic.
Some of the trucks on the newest MTH heavyweights can also be problematic. They are easily damaged. I am not sure if its due to weak design or zinc rot but they have to be handled very carefully. Its too bad because the newest MTH cars are among the best detailed of the 18" cars. Lionel and Williams are less detailed but very well made. Atlas and Weaver cars are a good value but both have coupler issues. Atlas don't match other brands in height and Weaver couplers easily pop open.

I've had several sets of the original run of K-Line 18" heavyweights from back in the early 1990s that held up fine. We acquired a couple of the Pullman cars (New Orleans & Night Route) that had interiors and passengers and had good service with them.
We also had some MTH PRR cars that came with the T-1 Duplex 'Fast Mail' set and three of the four cars had bad trucks. Two were falling apart in the box and the other two both disintegrated soon afer. No idea what caused it and MTH wouldn't stand behind them. Had to replace 3 pairs @ $70 pr. The last car is being watched..
