I tried to find one to match Lionel Legacy C&NW Geep LED flashing speed, seem not able to match what I have. Here the video of my Geep.

Try Evan -Designs ,they are very helpful good people i have delt with them many times .
I don't think Evan's Designs will do the trick here. However, if you check with ngineering.com in their Lighting Effects for the RailRoad section, you'll find some great simulators. For a cab strobe, my personal favorite is this one. Every job I've used it on got a rave review for the strobe effect.
I was going to suggest Dallee as a source for strobes and MARS lights, etc., but a quick look at their website shows that all of their strobe and MARS light products are discontinued. Don't know whether that is permanent or whether they are going to reissue a different version...??

Awhile back I got a bunch of various LEDs from these guys. Very impressed with the "breating" and flashing ones.
They also have various sizes and colors of each.

Reading just the thread title, are you looking for a self-contained 3mm white/clear flashing LED that matches the blink rate of your existing engine? In other words, something like this where you apply a DC voltage and it blinks by itself (1.5 times/sec in this case):
Or is the matter at hand to find a tiny electronic module with adjustable flash rate that drives a generic non-blinking LED - and it just happens to be a 3mm white/clear LED in this case?
What is the power source?

Stan, it is factory installed 3mm flashing light by Lionel. It is Legacy engine. I only changed from plain strobe housing to detailed strobe light housing. Yes, I am looking one to matches the blink rate on existing one because it was prototype on C&NW. I have about 20 engines that I want install in.
As long as find one that match, I need to know what the supplies I need to hook up.

Evans Designs has that specific LED in 3:MM AC/DC 12 to 19 volts. Ready for installation. One lead to power, the other to the frame. Very simple/no hassle hook up. The hardest part is removing the shell from the frame'...

I looked at Evan Designs and spoked the person there. Not match blinking rate as mine.
I think someone familiar with Lionel Legacy engine electronics needs to tell us if Lionel uses a self-contained blinking LED...or whether any 5-cent 3mm white LED will work if it's the electronics on some command-control circuit board that controls the LED's flashing parameters.
That is, on MTH PS2/PS3 diesels, the roof-top strobe light's blink rate is controlled by the electronics and you can hook up a generic non-flashing, non-blinking 5-cent LED of any color.

What about PS1? I have good number of MTH engines with PS1, PS2 and PS3 need working strobe lights on. Can you show me which correct part to use?

PS1 was designed in the last century. Integrated self-contained blinking LEDs were not available back then.
Again, I can only speak to PS2/PS3 where virtually any 3mm standard LED will work. You just need to find the 2 wires coming from the circuit board harness which drives the diesel roof-top strobe. The harness diagrams are widely published. Note that unlike incandescent bulbs, LEDs have polarity and must be hooked up in the proper direction. The flash rate is fixed and controlled within the PS2/PS3 software. If you are using command control you will have on/off control of the LED but no ability to adjust the flash rate.
