The State Cars were numbered 414--Illinois, 413--Colorado, 412--California, and 416--New York.  However, there were other smaller SG passenger cars numbered in the 400s. The Blue Comet cars were 420, 421, 422, the "Stephen Girard" green cars were 424, 425, 426, and then there were the earlier passenger cars numbered 418, 419, 490 and the 431 dining car.

No; each of the four 400-numbered cars (418's, Stephen Girard, Blue Comet, and State sets) are different sized, and were originally marketed at correspondingly different price points.
