This is an HO kit, but could I use it to illuminate buildings and wire them directly to my accessory buss lines? Says it's good for 14V.

I can't comment on the item you posted, but I used the Woodland Scenics Just Plug system. It uses LED's (they offer several colors). The LED's plug into a hub which can be powered either by a separate wall power adapter, or you can run it off of a transformer. Here is a pic of some Todd Architectural flats which I added Woodland Scenics lights to.

I like the practice of building partitions inside so not all rooms are lit at the same time.

The Woodland Scenics Plug & Play system is a really nice and well thought out lighting system. Should be very easy to use as well. After fiddling with the display at my LHS I was quite impressed with this system and it's capabilities. I may have to add some to my layout someday.
Many folks here use the 12vdc LED strips available from Amazon, Ebay, etc. Many colors are available as well as RGB that change colors and can be controlled remotely. They need a 12vdc power supply, wall wart or AC to DC converter from your accessory transformer. They come in 5 meter reels and can be cut to desired lengths as long as you cut at the designated places. Usually sections that are multiples in of 3. There are soldering points at the 'cut' locations for power sire attachment. There are many threads here on these LEDs and their uses.
The Woodland Scenics system would be a more costly then the LED reels, but it is also easier to use and has more features built in.
Also, LEDs use a LOT less power so would be easier on your power supplies and you could power many more of them with the same power supply used for just a few incandescent bulbs.
Good evening OGRE Lighting makes a great product for lighting houses and buildings. They have interior lighting along with exterior lighting that can be formed to what you want for lighting.
I agree portioning some of the building off so some of the windows are dark does add realism.
Simple two wire hook up 10 to 14 volts.
