On the right in the sketch, I will be adding a 2nd level to my layout to mimic New York City in the 1940s.

How high above the existing layout should the 2nd level be so I can access trains and track below it?

My current layout surface is flat and 40" above the floor. The benches are 3 feet wide. I am 5'-6" tall. Access is from inside the layout only as the right side of my layout is against a foundation wall.

If I make the 2nd level 12" above the current layout, access to the 1st level could be inadequate to maintain tracks on the 1st level.

My thinking is the 2nd level should be 16" above the current layout.

In any case, I will need a platform to elevate me so I can maintain the 2nd level.

Your thoughts?

Bobby, depending what you have going on as far as track work on the first level, I would first get in whatever comfortable position you need to reach the track furthest back from the edge of the layout.

Then I would get an approximate measurement of how high your arms or shoulders are from the layout surface at the edge of the layout and build your second level to that height.

Then I'd make a mock up of the second level out of styrofoam or a sheet of plywood with supports the height you measured to see if you have the room you need.  Then you can finalize your measurement from there before you build it.
