hi i would check with Marty Fitzhenery or GGG that question but i believe your correct just not 100 sure ok good luck.did you try a conventional reset 1 whistle n 5 bells in 1/2 second intervals,that reset will the board an you should get 2 toots. }whistle}

Could be, but this is a 2R/3R model I assume, so you need to make sure it is getting good ground connection, the pin wire along drawbar makes contact with tender pin.  Any tender axle wipers are making good contact.   G

You might try replacing the drawbar. Easy enough to do. 

The pin wire is missing, the spring is there. I can see where it broke - seems pretty unusual.

I was able to pull up a parts diagram and see what the problem is. For those of you wondering, the pin referred to above is actually part of the drawbar. That part is missing on my drawbar whic -I assume- is creating the erratic behavior
