Can't be sure of the exact number.  Would need more photos.  The trailing truck on engine doesn't match any of the pics in my book.  Also, can't determine exact position of domes, whistle, etc. on top of engine.  The tender appears to be type 5 oil tender, but again the trucks don't match any in my reference book.  Value ??  does it run?  Back cab of engine looks bent.   Not an uncommon engine or tender.  Perhaps another reader can add more.

i think you'll find this is a 2-4-2 locomotive.  the trailing truck is missing the wheels/axle that sits in the front position, but the rear axle is a dummy.  Flyer did this type of faux truck on a few of their diecast engines.

 

another clue to 1938 is the American Flyer decal below the cab window.  in 1939, all the Flyer Types still produced changed to the 400 series numbering.

 

the tender is a Type VI, cat #3301.

edit:  just to clear things up as much as one can with this era of Flyer, so far everyone is correct with the numbers mentioned, it's just that Flyer had numbers for their locomotives (sometimes more than one number), numbers for the tenders, and numbers for engine-tender combinations.

 

this combination locomotive- tender was catalog #4615-4

(4615-6 was the same Type with a 2-6-4 wheel arrangement)

 

with the locomotive catalog of #4315-4

and the tender, as i mentioned already, was cat #3301
