Check the OGR great layout Adventure Volume 7 and Terry Johnson's RR, he did it and explained it.
Google "side glow fiber optic cable". It comes in different diameters and you buy it by the foot. Then illuminate one end with a bright white LED or surplus camera flash module (modern cameras use LEDs rather than gas-discharge tubes) that occasionally flashes.
Not sure this is what you are looking for but I thought it was pretty cool. I can just see some of these great layouts with these added cloud lights.
That is pretty good! Several of those and a lightning bolt made with fiber optic cable and you'd have a really nasty storm area.
I did a pretty fair job with a trio of cheap photo strobe lights, some cardboard tubing painted flat black inside and out, and "masks" cut from heavy construction paper.

Yeah! A van de Graaf generator. Ought to generate "realistic effects" on the electornics in Legacy and DCS locos, too, if you get too ambitious with it!!!
