I use Atlas Flex on my home layout and at my club's G&O layout.  The answer is neither.  The track when bent returns somewhat to its straight configuration when bent and released.  It does not go all the way back to straight.  You need to fasten  Atlas flex track down to get it to hold a specific curve.  I use screws to hold the track in place.  It works well.

We only use Atlas flex for straight sections on the G&O.  This allows the track to expand by flexing outdoors.   All G&O curves use Atlas sectional track.

Joe is correct. I have some ScaleTrax flex and I've found that when you bend it tighter than the final curve, there is less pressure trying to return to straight when tacked down in the shape of the final bend, and that was test bending it to O42. I've also read that depending on how tight you want to bend it, you should stagger the rails across joints to make a cleaner joint.
