Atlas (MTH) conventional control

Hi guys. I have just acquired an Atlas SD40-2 PS3 which I want to run just via transformer. The transformer is a Lionel CW80. When I power up the track, it plays start up sounds, crew talk, and the horn and bell all work. However, if I press the Direction button on the controller the engine shuts down. The same thing as well if I turn the power off and on again with the lever. Now if I power down the track and wait for some 20 mins it will start up again.

I've seen some post that suggest the transformer may not be suitable - but would it start up at all if that was the case? I'm puzzled as to why waiting 20 mins should allow it to start again?
