I first mask the center rail. I am focused on covering the plates holding the center rail to the ties. I want those plates or clips to remain black with the center rail. It's best to use small pieces of tape & cover 3 or 4 of the clips at a time. When you align the tape correctly its easy to cover those attachment points. I also cover the contacts and the ends of the rails, if using solid track as well. I then spray the assembly with Rustoleum flat brown. When dry remove the center rail masking & sand the tops if all three rails till they shine like nickels. Then using a small pointed brush, apply Elmer's white glue full strength to the roadbed between the rails & along the sides. This step takes time. I find it best the put a good coat of glue down. I usually do about 4 squares between the rails at a time. Then apply your ballast. You can take another small brush and remove any ballast off the ties or rails as need be. It takes me about an hour to do one section of track.
