Ladders you can get from Plastruct...if lucky, from your LHS, which should also, but probably won't, they are always out and never restock, have the stripwood...I bought a billboard kit off eBay, found it simple and now just adjust the plans to make whatever size I want to fit the poster...but you can design your own from the examples posted above.  You can also get the stripwood from MicroMark, or, if lucky, from Hobby Lobby or maybe Michael's...artboard/carboard back, stripwood posts,

braces, and trim...paint, use rubber cement to glue on poster...Voila'!...billboard..

mine is made completely with styrene pieces.

 

The pipe though was a Home Depot purchase - a drain pipe or something.  It was already flared at one end and I really liked that since it simulated nicely a concrete base.  I also found a perfectly fitting wood dowel to fit inside, which you may not need to do.  I had to because my layout is seasonal and I needed to find a way to continually move it but also to be able to secure it somehow - which I accomplished by pounding 3 or 4 nails into the bottom of the wood dowel and cutting them off to a point, which I then push into my Homasote base each year.
