I saw this for sale at an upcoming auction by Forum Sponsor @Stout Auctions.
It's a 260e that looks to me like someone made custom replacement driver wheels for.
Has anyone ever seen a this type of driver on one of these engines before? It looks like great care was taken in machining these wheels, which was probably a lot more effort than ordering new ones. Or is this potentially a prototype piece?

No, it looks more like someone needed replacement wheels and had a lot of time on their hands. I have seen these before. Maybe they were sold commercially 50 or more years ago. Most of what I've seen were on Standard guage locomotives.
I've seen wheels like this on other pre-war trains as well with American Flyer and Lionel being the most frequent sightings. Those that I've seen have always been made of machined brass. Like George, I wonder if someone offered these as generic replacement wheels way back when.
Home-made replacements.
I have a 384E with wheels cast from brass, and the rims turned. It's quite handsome.
I'd be tempted to drill some holes in those to make them look like "disc drivers".
