I posted this query on another forum but got no reply.  Perhaps I'll have better luck with OGR.
I have successfully installed a 991/992 legacy command set along with an original command base attached. The Cab2 boots up on channel 1 and successfully talks with the 992 Legacy command base. My older Cab1's work successfully. I recently purchased a Cab1L which is supposed to work with the 992. However, I can not get the Cab1L to talk to the 992. I get the dreaded 3 beeps when I set channel 1 on the Cab1L. I have fresh batteries in the Cab1L. Any suggestions?

I would turn off the trainmaster base and the Cab2 so that only the Legacy base and Cab1L are on.

 

Secondly, use channel 9 on the legacy base. There are too many other devices in the lower channel range of Wi-Fi. It could be some strange interference issue.

 

Other than that, it sounds like you are doing the process correctly. Hold set, press the number of the channel, wait for the beep(s) It's a hold set, press and release the channel number. Don't release set until the beep(s)

Thanks to all who replied. It seems that Ron "hit the nail on the head".  Lionel had sent the up-grade modules to me a long time ago, but I never knew exactly what I had.  I looked again and found that they were to up-grade to V1.3.  I took me a few minutes to find what to do in order to up-grade and another few minutes to actually up-grade.  But, when finished, my CAB1L started talking to the base just fine.
