Can't get engine to run

It's been my experience with engines left of a shelf over time   ,the center rail roller pins get  oxidized  and  have  a hard time picking up power. Give then a spin and a shot of WD-40 and see if anything happens. 

I forgot to mention that it has the proto 2 sound.

If you're running dcs. the4 engine should stay dark and silent until it's been addressed  by the remote after being added to the remote.

No dcs... the engine should immediately fire up with sound and lights.

Then it should have dcs. You will have to connect the dcs controller to your track. The controller should be included with the engine. 

The dcs is connected, this is how I am able to brighten and dim the lights in the passenger cars as mentioned before but thank you for your reply.

Do you hear the faint relay "click" from the tender when you initially apply track power?   Need to confirm track voltage is getting to the engine electronics.

Was the battery the 9V or dual-AA type?
