I know a lot of people use aluminum window screening for fences. However, I do not understand how they use dowel rods as posts. Specifically, how do they cap the top of the post

Fancy style tooth picks already have a top cap.
Screening is too thick. Used that back in the 80's when there was nothing else.
Use silver wedding tulle fabric.
Today I buy buy Woodland Scenics O scale chain link. They are pre-made and also have gates.
I use heavy gauge solder, and just melt the top into a dome:
BTW: plastic screening works much better than metal. It is true that tulle fabric is more to scale, but, depending on your goals, it is sometimes visually better to make tiny features larger than scale. For example, I like to make bricks about 50% too large. There is an interesting analogy from typography: Small point sizes of a font are not just smaller versions of large point sizes. Fine features such as serifs need to be exaggerated to get the same visual effect. The same principle applies to modeling, especially for models intended to be viewed from a distance. But, I digress...

Great job like the lock and chain Outstanding.
FYI
I recently saw some chain link fence materials in either Plastruct or Evergreen website.
I have no experience with it.
I use wedding vail Toul , buy it in any fabric store, one yard will last a life time, and Evergreen Stripstyrene. Small beads wok for the tops of the poles. Use the STyrene solvent to glue it on the frame. Spray it with silver spray paint.

Dennis Brennan offers a nice chain link fence kit. Check his website.

If you want/need a thinner post (residential rather than industrial, etc.) you’ll find 21-gauge head pins in the craft aisle of most stores. Add a silver-colored seed bead for the top (if you don’t need a bunch, most crafters have leftovers.) Packets of straight floral wire are easy to work and good for framing when you don’t want the more solid, industrial look.
I, too, like the Woodland Scenics chain link fence. It’s realistic, and easy to install. I hope they continue them, and add just fence without gates, and also sections with wider gates.
