is it really necessary to peen over or squash the ends of rivets----do you think they will fall out of the rollers during operation

Just distort the end so it doesn’t fit back through. The more detailed answer is if it does work it’s way out the roller will twist and that friction will keep the pin from moving more, but it will also stop rolling. You are now wearing the coil as you move the throttle, but might not feel the difference in friction.
I just shorten the roller rivet a little and then solder the head to the bracket. I have been doing this for years and have never had a problem. Since the rivet is not rolled over it will stocked a little fathe. To ensure this is not a problem, I shorten the rivet a little. Clean the bracket and rivet head to get a good solder joint.
Also, make sure the rivet heads face each other, that way the longer tail doesn't clash with it's next door neighbor. I just squash the end with pliers and I also solder the head for better continuity to the pin.
