CULM PILE GLUE QUESTION

I have a Dept 56 sledding hill that I am going to turn into a culm pile like I used to fly kites from in my youth. I'm going to paint it flat black and have a load of culm and coal that I want to adhere to it. I am going to crush the culm and coal into manageable pieces. The surface of the hill is about 5 square feet. What would be the best adhesive to stick the pieces of culm and coal onto the hill?
